2021 Property & Liability Renewal Details

Based on the performance of the CSD Pool program, the 2021 renewal will bring rate and coverage changes under both Property and Liability.

2021 Rates and Pricing

Members may see increases or decreases in contributions due to changes within their district, such as:

  • New or updated exposures such as operating expenses, values of scheduled items, added property, number of vehicles, the number of employees, or payroll changes.
  • Change in an individual member’s loss experience (losses compared to contributions) over an eight-year period.
  • Building values and contents values are trended for inflation – less than 3% for 2020.

In addition, special districts will see the following:

Property / Auto Physical Damage

  • Rate changes range from a 1% decrease to a 3% increase, which will apply to the Property, Auto Physical Damage and Equipment Breakdown, based on the experience of each district type.
  • For districts located in hail-prone counties that are along the Front Range and East Slope Foothills, there will be a 7% increase to the wind and hail surcharge applicable to Buildings, Outdoor Property and Other than Collision (OTC) Auto Physical Damage.
  • Crime, including Identity Theft Recovery, will receive a 1% rate increase.
  • A Wind and Hail Deductible Endorsement will apply to all members as follows in the event of hail and/or wind damage to covered property, the applicable deductible will be 2% of the covered damaged property and business income loss subject to a $5,000 minimum and $50,000 maximum (unless a higher deductible is selected). This will replace the current Hail Deductible Endorsement and may require a budget line item.
  • A Wind and Hail deductible Buyback Endorsement will be available in 2021, which, if purchased, will reduce the deductible to $5,000 in lieu of 2%.
  • A Cosmetic Damage Exclusion Endorsement will apply to all members with scheduled property. This replaces the Cosmetic Damage Waiver Endorsement in an effort to clarify what section of the Property Coverage it is amending.
  • The Pool’s Property coverage form does not consider a virus a cause of physical loss to property. To clarify that for the reinsurers, an exclusion will be added in 2021 to clarify that position.

Public Entity Liability

Fire & Ambulance, Parks & Recreation, and Water and Water/Sanitation districts will receive a rate increase ranging from 1% to 3%.

The Pool offers discounts against your contribution. Some areas that you can take advantage of are:

  • 8% Multi-Program discount on the Property and Liability contribution when Workers’ Compensation is also placed with the CSD Pool. Workers’ Compensation: If your Workers’ Compensation coverage is not currently with the CSD Pool, please email us a copy of your current policy at, and we can send you a Proposal for consideration.
  • A Continuity Credit for members that have been with the CSD Pool since 2013. Credits increase each year, up to a total of 20% for members with good claims experience.
  • Increasing deductibles: The average cost savings by coverage line is 10% to 25%.
  • Members with sanitation operations can receive a 33% credit for participation in the Sanitation Maintenance Warranty Program. This discount applies to the portion of liability contributions attributed to sanitation operating expenses.

2021 Property and Liability Renewal Deadlines

October 31 – All districts online renewal updates should be completed

December 1 – Districts that do not complete the online renewal will automatically receive 2021 invoices with a 10% increase above the prior year’s contributions to account for anticipated growth and inflation.
